This idea for the original spin-off was an open secret; only JMS knew about it, along with the network executives to whom he showed the idea, and the VFX people who were told to make B4 as detailed as possible because they were going to reuse it in the sequel series.

Making this episode with this idea kills off the other idea for the spin-off series. Clearly, JMS knew by this point that there wasn't going to be a sequel series. That's why the Babylon 4 model is so detailed; they were going to use it in this other series.
